This looks to be a stonefish. They keep among rocky banks. Beware if you step on one, they are venomous. Venom from the bones in the dorsal fin - very painful and can be fatal.

Because it looks like a rock, it lies like this with the mouth agape and some smaller creature will investigate the 'cave' to meet its end.

Monster! Is it a grouper? A Portuguese delicacy is cabeca de garouper - a dish I've only seen being eaten once in a restaurant, with the eaters spooning out the eyes as a delicacy! Ugh!
